Should France be making its own Yellow Tail?

Regardless of one's liking or disdain for oak chips and the recent agreement which allows their use in Europe, isn't the real question, "Will these changes (mannoproteins, etc) give France the competitive edge that it needs to reverse a declining market share, or has France taken one step closer to globalization?" After all, the EU didn't approve these changes so that they could make Yellowtail!
