How do restaurateurs buy wine?

Tamlyn Currin, Surrey: I am not sure if this question is for Jancis or Nick - maybe both. The wine list of our local curry restaurant is dire, despite their wonderful food.  And we find that a lot of small town restaurants that serve great home-cooked food, seem to throw together a wine list composed of dull, commonplace wines that you could probably find in any large supermarket chain on BOGOF specials, with no obvious consideration of matching the food that they are serving. Which has made me start wondering how ordinary restaurants (i.e. the ones without sommeliers, Michelin-starred chefs and/or...
