As you can see from these tasting notes, and from my  beginner's guide to the wines of Toro , some excellent wines are being made in this Spanish wine region. The relatively high proportion of disappointing scores out of 20 is, I am sure, a direct result of the principal tasting on which this is based having been organised generically.
