I can't speak for others, but I've recently become aware that I labour under the assumption that unless sparkling wine is a particular speciality of a country/region (Champagne, Crémant de Limoux, Franciacorta, Lambrusco, Asti, Prosecco, Cava and English sparkling) then it's a bit of an afterthought: often hit and miss in terms of quality; the kind of wines that one tends to drink only because they're cheaper than 'the real thing' or because there are no other sparkling wines available.
