New York, one America's most progressive states and arguably its most powerful (Washington DC doesn't count as it's a district), remains astonishingly antiquated when it comes to selling alcoholic beverages.
Among the quirks: New York does not permit wine to be sold in grocery stores. Only grocery stores can sell beer. Not only are wine and spirits shops prohibited from carrying beer, they cannot sell water, any type of food or wine gift bags. Owners of these shops cannot remain in their stores after closing hours, not even to sweep up.
